Kerala's oldest psychiatric hospital, a 156-year-old state-run institution, is grappling with a myriad of issues that have left patients in a dire state. Established in 1870, the Mental Health Centre (MHC) at Peroorkada has been plagued by neglect, with staff shortages, crumbling infrastructure, and chronic overcrowding. This situation has persisted despite interventions from the Human Rights Commission and High Court, highlighting the urgent need for action.
The situation is particularly dire due to the prolonged delay in implementing a master plan conceived in 2019 with an initial allocation of Rs 100 crore. The project's progress has been minimal, with the government's removal of KITCO as the implementing agency in 2023 and the assignment of the project to HITES (HLL Infra Tech Services) doing little to expedite matters. As a result, the proposed redevelopment remains largely on paper, with the previous government granting a financial sanction of Rs 87 crore, but the new government's policy decisions are yet to be finalized.
The High Court's inspection of the hospital on Friday revealed a dire situation. Judges, accompanied by senior government officials, found damaged toilets, temporary sheet roofing, inadequate dining facilities, and a lack of privacy in bathing areas, all of which affect patient dignity. Official sources confirmed that around six wards and an outpatient block have been shut down for renovation, exacerbating overcrowding. The shortage of functional wards has led to patients sleeping on the floor due to a lack of beds, and the hospital is forced to restrict fresh admissions.
Patient rights violations are another major concern. Irregular drinking water supply, inadequate ventilation, and a persistent mosquito menace are common issues. Bystanders accompanying patients are also forced to endure difficult conditions, with many sleeping in open spaces due to the absence of a proper dormitory equipped with basic amenities, sanitation facilities, and security.
This situation is a stark reminder of the challenges faced by the mental health sector in India. The neglect of such institutions highlights the need for a comprehensive approach to mental health care, including adequate funding, infrastructure development, and a focus on patient rights. It is time for the government to take decisive action to address these issues and provide the necessary support to ensure the well-being of patients in these institutions.
